José Legatheaux Martins is a full professor of distributed computer systems and computer networks at the Department of Informatics of DI-FCT/UNL. From 2007 to 2011 he was Head of the Department of Informatics and Vice Dean of FCT/UNL for the Scientific Council. 

José graduated from FCT/UNL in Engenharia Informática in 1979. From 1983 to 1987 he was a researcher at INRIA (Institut National de Recherche en Informatique et Automatique) in France where he worked on the Chorus Distributed Operating System and in the SOR teams. At the end of 1986 he got his PhD degree in Distributed Systems from Université de Rennes in France. From 1988 to 1992 he was with the University of Lisbon and from then on he is with the New University of Lisbon.

He is a founding member of the Research Center for Informatics and Information Technologies ( Centro de Investigação em Informática e Tecnologias da Informação - CITI ) a research institute partially funded by the Portuguese National Science Foundation (Fundação para a Ciência e Tecnologia) and by the New University of Lisbon, Faculty of Sciences and TechnologyDepartment of Informatics (DI/FCT/UNL), where it is located since its foundation in 1997. CITI has been recently replaced by the NOVA LINCS research center. His former research was related with distributed data replication, mobile systems and CSCW systems; currently, his main current research interests are related with routing in computer networks and the future evolution of the Internet.

From 1990 to 1994 he lead the national project that established the portuguese branch of the Internet and lead the PUUG – Portuguese Unix Users Group, and the portuguese branch of EUnet, both not for profit organizations promoting Open Systems and the TCP/IP network suite and the Internet adoption. In 1996 he was the main founder of a portuguese Internet Service Provider that has been acquired in 2000 by the US based Qwest Communications Company. From 2000 to 2004 he acted as consultant and member of the board of the Company KPNQwest Portugal.

He is a member of ACM, a member of the board of the Portuguese Chapter of the Internet Society, and a senior member of IEEE.

José is also the author of the Computer Networks text book "Fundamentos de Redes de Computadores — Ilustrados com base na Internet e nos Protocolos TCP/IP," 2016
